Norway has announced it will spend nearly $940 million to help train and equip a full Ukrainian military brigade, stepping up its support as Ukraine continues to defend itself against Russia’s invasion.
The pledge is part of a broader effort involving several Nordic and Baltic countries, responding to a direct request from Ukraine. The support package includes not just funding but also hands-on training and supplies to build up a brigade of about 3,000 to 5,000 Ukrainian soldiers.
Norwegian Prime Minister Jonas Gahr Støre emphasized the importance of standing with Ukraine, calling its struggle a defense of both its sovereignty and European security. “Ukraine is not just fighting for itself – it’s fighting for democratic values and international law,” he said.
What Norway’s Support Will Look Like
The brigade will include combat units, engineers, and medical teams. Norway will help plan and carry out the training and provide equipment to support these efforts. Ukrainian soldiers are already training in places like the UK, Germany, and Norway itself – and this new move will boost those existing programs.
Norway plans to deliver the necessary gear from its own military stockpiles and also purchase additional supplies directly from Ukrainian defense companies. The equipment will primarily support infantry, medical, and engineering operations – the kinds of units most essential on the ground.
The Money Behind the Mission
This military support comes from Norway’s long-term Nansen Support Programme, a multi-year initiative that sets aside at least 155 billion Norwegian kroner (roughly $14.5 billion) for Ukraine through 2030.
In 2025 alone, Norway has earmarked NOK 35 billion (about $3.3 billion) in total aid to Ukraine. Out of that, roughly two-thirds – NOK 22.5 billion – will go toward military assistance, including this brigade project.
A Track Record of Military Aid
This is far from Norway’s first military contribution to Ukraine. Over the past two years, the country has sent artillery shells, M72 anti-tank weapons, spare parts for M109 howitzers, minehunters, and equipment for maintaining tanks.
Norway has also chipped in NOK 1.3 billion (about $120 million) for weapons and spare parts for Ukraine’s F-16 fighter jets, helping the country strengthen its air defenses with the support of other international partners.
Helping Ukraine at Sea, Too
Norway isn’t just helping on land and in the air – it’s also investing in Ukraine’s navy. The country has pledged NOK 2.7 billion (over $250 million) for naval support. This will fund mine-clearing operations, training for Ukrainian naval personnel, and much-needed maritime equipment.
Together with the UK, Norway leads the “Maritime Capability Coalition,” which coordinates efforts to boost Ukraine’s naval defenses.
Working with Global Partners
Norway is also part of Operation Interflex, a UK-led multinational mission that trains Ukrainian troops. This coalition includes more than a dozen countries, such as Canada, Australia, Finland, and the Netherlands. Their combined goal: prepare Ukrainian soldiers for the battlefield with intensive instruction and hands-on skills.
Standing Strong with Ukraine
This latest move to train and equip a full Ukrainian brigade is Norway’s most ambitious military aid effort to date. It underscores the country’s long-term commitment to supporting Ukraine, not just through words but through action.
By teaming up with European allies and investing in Ukraine’s military strength, Norway hopes to send a clear message: Ukraine does not stand alone.
